The Green Revolution in Punjab, India: The Economics of Technological Change

This paper addresses the question of what explains the relatively rapid diffusion of ‘Green Revolution’ technology in Punjab, versus the rest of India. To construct an answer, the paper reviews studies that have attempted to explain the pattern of rapid innovation in Punjab agriculture, and suggests that there is no single explanatory variable that stands out in comparing Punjab with other Indian states. It is argued that relatively high levels of innovation and investment in Punjab agriculture can be understood in terms of three categories of variables: infrastructure, information and incentives. ___________________________________________________________________________
